What Is SEPA?

SEPA (the Single Euro Payments Area) is a framework that standardises euro payments across participating countries. This guide explains its definition, schemes, scope, cost and what it means for Turkey — with sources.

SEPA, which stands for the Single Euro Payments Area, is a payment integration created to bring euro-denominated bank payments in Europe onto a single standard. The core idea is simple: when you pay in euros, the recipient being in another country should not make the transaction harder, more expensive or slower. Thanks to SEPA, sending euros from an account in Germany to an account in France becomes technically very similar to sending money within the same country. What exactly does SEPA standardise?

The easiest way to understand SEPA is to think of it not as a "bank" or an "app" but as a common language. Thanks to this common language, banks in different countries process euro payments according to the same rules, the same formats and the same timelines. The main things that are standardised are:

  • Account identity: Payments are made via the IBAN (international bank account number) and, where needed, the BIC (bank identifier code).
  • Message format: Within the ISO 20022 message family, pain messages are used for customer-to-bank flows, pacs for interbank transfers, and camt for account reporting.
  • Timing rules: The latest time by which standard transfers must arrive is defined.
  • Charging logic: For cross-border euro payments within the EU, an equal-charges principle relative to domestic payments applies.
  • Payment schemes: Common rules for credit transfer (SCT), instant credit transfer (SCT Instant) and direct debit (SDD).

Thanks to these standards, a European bank can send and receive euro payments within the common SEPA rules without making a special agreement with a bank in another country. The organisation that publishes and updates SEPA's rules is the European Payments Council (EPC).

Why was SEPA created? What is its purpose?

After the euro began to be used as a common currency, a contradiction emerged: the currency was common, but euro payments between countries were still expensive, slow and subject to different rules. SEPA was designed to remove this contradiction. The main goals:

  • To bring cross-border euro payments to the same ease and cost as domestic payments.
  • To create a single, integrated payments market in Europe.
  • To simplify payment processes for banks and businesses and make them suitable for automation.
  • To lower user costs by increasing competition.

How does SEPA work?

The basic flow of a SEPA transfer is as follows: the payer initiates the payment using the recipient's IBAN (an individual customer via mobile/online banking; a corporate sender may deliver a pain.001 payment instruction file to their bank). The payer's bank converts this instruction into an interbank ISO 20022 credit transfer message (pacs.008) and sends it to the recipient's bank via the clearing/settlement infrastructure. Because the amount is in euros and both parties are within SEPA, it reaches the recipient's bank directly, with no need for intermediary (correspondent) banks. The recipient's bank credits the amount to the recipient's account and reports the account movements with statement messages such as camt.053.

The most important feature of this flow is that, on euro→euro transactions, it involves no currency conversion and no intermediary bank charges. This is precisely the core advantage that sets SEPA apart from SWIFT. However, if one of the parties uses a non-euro account (for example, Polish zloty), a currency conversion is required somewhere, and this creates a cost called the exchange-rate margin. SEPA payment schemes

SEPA is not a single product; it is a collection of several separate payment schemes. Each scheme serves a different need.

SCT — SEPA Credit Transfer (standard transfer)

A standard euro bank transfer. The recipient's IBAN is used; the amount reaches the recipient's bank by the next banking day at the latest. Most everyday euro transfers are this type. For details, see the SCT scheme page.

SCT Instant — instant transfer

SDD Core — direct debit (consumer)

Allows the creditor to collect from the debtor's account based on a mandate the debtor has given in advance. It is used for subscriptions and automatic payments. For details, see the SDD Core page.

SDD B2B — business-to-business direct debit

Verification of Payee (VoP) — payee verification

Which countries does SEPA cover?

The SEPA geographical scope is not limited to EU members. In total, 41 countries are within scope (41 according to EPC's current scope). Euro usage is not uniform: 21 of these countries are eurozone members; Andorra, Monaco, San Marino and Vatican City use the euro under a monetary agreement with the EU; and Montenegro uses it unilaterally. So, in the broad sense, the number of SEPA countries using the euro is 26. The scope can be divided into three groups:

  • EU members: countries such as Germany, France, the Netherlands, Italy, Spain, Poland and Sweden.
  • EEA (non-EU): Iceland, Liechtenstein, Norway.
  • Other participants: Switzerland, Monaco, San Marino, Andorra, Vatican City, the United Kingdom and associated territories.

The notable point is this: a country being in SEPA does not require it to be an EU member or a euro user. For example, Switzerland and the United Kingdom are outside the EU but within SEPA; Sweden and Poland are EU members but do not use the euro. The difference between SEPA and SWIFT

SEPA and SWIFT are often confused, but they serve different purposes. The table below summarises the main differences:

Who uses SEPA, and in which situations?

SEPA serves a very broad user base. The main use cases:

  • People living in the eurozone: everyday transfers, rent, bills and subscription payments.
  • Turks working in Europe: receiving salaries, sending money to family (because Turkey is outside SEPA, this transfer usually falls back to SWIFT).
  • Freelancers and remote workers: receiving euro payments from European clients.
  • Exporters and small businesses: supplier payments, customer collections, regular SDD collections.
  • Users in SEPA countries that do not use the euro: the need to manage the exchange-rate margin when converting local currency to euros.

The core problem is different for each user group: in the eurozone, speed and bank support stand out; in non-euro countries, the exchange-rate margin; and in non-EU SEPA countries, bank readiness. That is why our tools are designed around these different needs.

Are SEPA and a bank the same thing?

No. This is one of the most commonly confused topics. SEPA is a standard; it is your bank that executes the payment. Even a bank having joined a SEPA scheme does not, on its own, prove that the service is offered to you (as an individual or corporate customer). These three concepts need to be separated:

  • Scheme participation: the bank being registered for the SCT/SDD scheme with the EPC.
  • Customer availability: the service actually being offered to customers (mobile/online/branch).
  • Operational status: the bank actually having begun to provide the service in that scheme.

Turkey and SEPA

Turkey is not currently within the SEPA geographical scope. This means that euro transfers made today from Turkey to Europe (or vice versa) generally go over SWIFT; this in turn brings the possibility of intermediary bank charges and a TRY–EUR exchange-rate margin. An important caveat: even if Turkey is admitted to SEPA, this does not mean "all transfers will be free" or "a TR IBAN will be accepted everywhere in Europe". How to make a SEPA transfer

In broad terms: a euro account, the recipient's full name and IBAN, the choice of standard or Instant, a fee check and confirmation are enough. How long does a SEPA transfer take?

The time depends on the scheme you choose and when you send. A standard SEPA Credit Transfer (SCT) is processed on business days: if you send on a business day before the cut-off time, the transaction is initiated the same day and the amount reaches the recipient's bank by the next banking day at the latest. Transfers sent after the cut-off, at the weekend or on a public holiday shift to the next business day. SEPA Instant (SCT Inst), on the other hand, works 24/7; the amount is expected to reach the account within seconds, weekends and holidays included — but this depends on both the sending and receiving bank supporting SCT Instant, and on limits.

Is SEPA safe? Fraud and payee verification

SEPA's infrastructure relies on secure interbank messaging; however, from the user's perspective, the biggest risk is sending money to the wrong or a fraudulent recipient. The formal validity of an IBAN does not guarantee that the money will go to the right person; an incorrect IBAN can also be mathematically valid. To reduce this risk, the Verification of Payee (VoP) service was developed: before the payment, whether the recipient's name matches the IBAN is checked, and the result (match / partial match / no match / could not be verified) is reported to the user. This is an important protection, especially against fake-invoice and redirection fraud.

What happens if something goes wrong in SEPA?

Transfers do not always go smoothly. The most common situations and their brief explanations:

  • Pending: the transaction has been received but not yet completed; this can be due to the cut-off, the weekend or a compliance check.
  • Return: the amount is returned due to a wrong/closed IBAN, a name mismatch or a reject code. On a non-euro transaction, when the money is converted twice, the returned amount can be less than what you sent.
  • Recall: if a wrong transfer is noticed, the sending bank can initiate a recall request; however, recovering the money is not guaranteed and may depend on the recipient's approval.
  • Falling back to SWIFT: even where SEPA is possible, a transaction can go as SWIFT because it was sent from the wrong screen or because the recipient bank is not reachable; this increases both time and cost.

Turks living in Germany (or elsewhere in Europe)

Euro transfers you make within Germany or to other euro countries are within SEPA scope and are generally fast and low-cost. The real cost arises when sending euros/TRY to Turkey (outside SEPA); this transaction today runs in practice over SWIFT and may involve intermediary bank charges + an exchange-rate margin. Freelancers and remote workers

For freelancers receiving euros from European clients, what matters is how much is deducted from the incoming transfer and how many euros land in the account. If your receiving account is not in euros, an exchange-rate margin comes into play during conversion. In countries such as Poland, Sweden and Czechia, the main cost is not the transfer fee but the exchange-rate margin in the local currency → euro conversion. IBAN and BIC: the building blocks of SEPA

For SEPA to work, it relies on two international identifiers: the IBAN and the BIC. Understanding these is critical to understanding SEPA.

The IBAN (International Bank Account Number) is the number that uniquely identifies a bank account at the international level. It begins with a country code (for example, DE = Germany, FR = France, TR = Turkey), followed by a two-digit check number and country-specific account information. The length of an IBAN varies by country: 22 characters in Germany, 27 in France and 26 in Turkey. The IBAN's greatest strength is that it contains a MOD-97 checksum; this allows typing errors to be caught to a large extent. But an important caveat: a mathematically valid IBAN does not prove that the account actually exists or is active.

The BIC (Bank Identifier Code), sometimes also called the SWIFT code, identifies a bank (and, where needed, its branch). In SEPA the IBAN alone is often enough; the bank can derive the recipient bank from the IBAN. This "IBAN-only" approach is one of the practical conveniences that sets SEPA apart from SWIFT. A short history and development of SEPA

SEPA emerged as a natural continuation of the euro becoming a common currency. After euro banknotes and coins entered circulation, it became clear that the payment infrastructure also needed to be integrated in line with this common currency. Accordingly, the European banking sector established the European Payments Council (EPC) to set the common rules, and over time different schemes were introduced: first standard credit transfer (SCT), then direct debit (SDD), and later newer capabilities such as instant credit transfer (SCT Instant) and payee verification (VoP).

SEPA is not static; the rules and schemes are updated regularly. The step-by-step journey of a SEPA transfer

To make the abstract definitions concrete, let us follow an example in which Ayşe in Germany sends a €1,500 standard SEPA transfer to a supplier in the Netherlands:

  1. Initiation: In her bank's app, Ayşe enters the recipient's name and Dutch IBAN, sets the amount to €1,500 and chooses standard SEPA.
  2. Verification: The bank checks the IBAN's formal validity and (if available) evaluates the payee name–IBAN match (VoP).
  3. Creating the instruction: Ayşe's bank converts the transaction into an interbank SEPA transfer message. An interbank credit transfer runs in ISO 20022 as a pacs.008 message. (Corporate senders may additionally deliver a pain.001 file to their bank; but the customer-to-bank instruction and the interbank message are different layers, and an individual customer does not see these XMLs directly.)
  4. Clearing and settlement: The pacs.008 message is delivered to the recipient bank in the Netherlands via the SEPA payment infrastructure (clearing system). Because it is euro→euro, no intermediary bank is needed.
  5. Crediting: The recipient bank credits the amount to the supplier's account; this usually happens by the next banking day at the latest.
  6. Reporting: Both parties see the account movements via statement (camt.053) or notification (camt.054) messages.

In this journey there is neither a currency conversion nor an intermediary bank charge; this is precisely SEPA's core advantage on intra-euro transactions. Had the same transaction been made to Turkey (outside SEPA), the route would be SWIFT, intermediary banks could come into play, and a TRY–EUR exchange-rate margin would be added.

The advantages of SEPA

SEPA's limits and what to watch out for

Although SEPA is a powerful system, it is not a cure-all. The limits you need to know:

  • Euro only: it offers no direct solution for non-euro currencies; conversion is required.
  • Geographical limit: it is only for countries within the SEPA area; for out-of-scope countries such as Turkey, SWIFT is needed.
  • Bank support varies: even if the country is in scope, not every bank offers every scheme; SCT Instant is especially variable.
  • No fee guarantee: "free" is not a promise; a cost may arise depending on the bank and the plan.

The relationship between SEPA and ISO 20022

The technical language behind SEPA is, to a large extent, the ISO 20022 standard. This standard defines payment and account messages in a structured, machine-readable form. The message types most commonly encountered in the SEPA ecosystem are: pain.001 for payment initiation, pain.002 for the status response, camt.053 for the end-of-day statement, and camt.054 for debit/credit notification. Thanks to this standard, businesses can automate their payment and accounting processes to a large extent; bulk payments and automatic reconciliation become possible. Even though individual users do not see these messages directly, the "transaction sent" and "credited to your account" information you see in your app is the result of this messaging.

How does fee protection work in SEPA?

One of the most misunderstood topics about SEPA is fee protection. The European Union's regulation on cross-border payments provides that, for euro payments from one EU member state to another, a bank must not charge more than it charges for its own domestic euro payment. This is called the "equal charges" principle. However, this principle has three important limits:

  • Currency: the protection is for euro payments; the same guarantee may not exist for non-euro currencies.
  • Geography: it is primarily within the EU (and largely the EEA). SEPA countries outside the EU/EEA, such as Switzerland or the United Kingdom, may fall outside its scope.
  • "Equal" ≠ "zero": the rule does not bring the fee down to zero; it brings it to the same level as domestic. If your domestic euro transfer has a fee, the cross-border one is subject to the same fee.

How does a country join SEPA?

Joining SEPA is not a single "entry" moment but a multi-stage process. Understanding this distinction is important, especially for countries in the accession process such as Turkey. In broad terms the process works as follows:

  1. Political/institutional will: the country's payment sector and regulators take action to join.
  2. Intent and application: the relevant organisations apply to the European Payments Council (EPC) to join.
  3. Technical and legal assessment: the compliance of the country's payment infrastructure and legal framework with the SEPA rules is examined.
  4. Admission to the geographical scope: the country is added to the SEPA geographical scope list. This does not mean "banks are now providing the service".
  5. Banks' scheme participation: banks join schemes such as SCT and SDD one by one.
  6. Operational start and product launch: banks actually start the service and offer it to customers (individual/corporate).

As can be seen, a country being taken into the geographical scope does not mean that all banks in that country will be operational at the same time.   • Double-check the IBAN: confirm the recipient's IBAN and name before sending; a small mistake can lead to a return or a misdirected transfer.
  • Choose the right scheme: if it is not urgent, standard SCT is usually enough; use SCT Instant, which may carry an extra fee, only when it genuinely needs to be fast.
  • Match the currency: where possible, send euros from a euro account; sending from a non-euro account creates an exchange-rate margin.
  • Keep the reference: note the transaction reference and (if available) the End-to-End ID; you will need them for tracking if a problem arises.
  • Assess the fee and the rate together: look not at the word "free" but at the net euro amount that reaches the recipient.
  • Ask about deductions on incoming transfers: a deduction is possible especially in non-EU SEPA countries or on transactions that fall back to SWIFT.

What is the difference between SEPA and SWIFT?

SEPA is euro-only and regional; it involves no intermediary bank charges and no exchange-rate margin on euro→euro transactions. SWIFT is global and multi-currency; it is generally more expensive and slower.

How long does a SEPA transfer take?

With a standard SEPA Credit Transfer the amount arrives by the next banking day at the latest. SEPA Instant works 24/7 and is expected to reach the account within seconds (subject to bank support).

Is SEPA free?

Not automatically. For intra-EU euro payments an equal-charges principle applies relative to domestic ones, but that charge does not have to be zero; moreover, on non-euro transactions the exchange-rate margin is a hidden cost.

Is a BIC required for SEPA?

In most SEPA countries and for an ordinary user, the IBAN alone is enough; the bank can derive the recipient bank from the IBAN. However, some banks or some countries at the edge of the area may still ask for a BIC. For SWIFT transactions a BIC is usually mandatory.

Does SEPA require the recipient's address?

For standard SEPA transactions, an ordinary user usually does not need the recipient's full address. Being asked for the recipient's address can be a sign that the transaction is being processed as SWIFT.
