Can a Turkish IBAN Be Used in Europe?

Turkey is not yet within SEPA coverage. If it is accepted, we assess — cautiously, across three separate statuses — which transactions a TR IBAN could be used for.

Updated:

Important: a claim like "all companies in Europe are obliged to accept a TR IBAN" is not true. SEPA geographic coverage and the EU's IBAN discrimination rules are not the same thing and do not automatically apply to Turkey. The assessment below is made on the assumption that Turkey is accepted into SEPA, and cautiously.
Use case Status

Receiving salary

Depends on the employer and payroll provider accepting a foreign/TR IBAN.

Depends on the service provider's policy

Receiving freelance payments

Depends on the marketplace/client policy and the payment provider.

Depends on the service provider's policy

Paying a bill

Depends on the payment methods accepted by the organisation issuing the bill.

Depends on the service provider's policy

Direct Debit (automatic collection)

For SDD, the debtor's account must be reachable in the relevant scheme; must be verified per country/bank.

Legal acceptance obligation not verified

Online shopping

Depends on the methods accepted by the merchant/payment provider.

Depends on the service provider's policy

Subscription

Depends on the subscription provider's acceptance policy.

Depends on the service provider's policy

Company collection

Depends on the acceptance by the creditor company and its bank.

Depends on the service provider's policy

Marketplace payment

Depends on the marketplace's payment infrastructure and country support.

Depends on the service provider's policy

Tax / public payment

Public collection systems usually require a local account; TR IBAN acceptance must be verified.

Legal acceptance obligation not verified

May be technically possible: It can work if the infrastructure allows it.

Depends on the service provider's policy: Acceptance is up to the other party's decision.

Legal acceptance obligation not verified: An obligation to accept has not been confirmed.

How does this tool calculate?

Heuristic — rule-based estimate
Method/formula used
A check of the formal validity (MOD-97) of the TR IBAN + an explanation of the use case in Europe given that Turkey is outside SEPA.
Data used
ISO 13616 (IBAN) + SEPA coverage status (Turkey: candidate, not a member)
Unsupported cases
  • As Turkey is not a SEPA member, a TR IBAN cannot receive a SEPA transfer in most cases (SWIFT is required)
  • Differences in institution/bank practice

SEPA coverage ≠ an obligation to accept the IBAN

A country being brought into SEPA geographic coverage does not guarantee that its IBAN will be accepted by every institution in Europe. The "ban on IBAN discrimination" that applies within the EU is defined for EU member states and certain conditions; it is not exactly the same as SEPA membership. Even if Turkey is accepted into SEPA, each institution's acceptance policy and operational readiness must be assessed separately.

For the current situation, see Turkey SEPA and SEPA member but the bank does not support it.
