Note: Montenegro entered the SEPA geographical scope in November 2024; its banks formally joined the SEPA schemes in October 2025 (European Commission notice, 16 October 2025). Note: participation does not mean that all banks in that country are operational; the number of banks that have joined the schemes may be limited and some transactions may still go via SWIFT. Montenegro and SEPA: general status

Montenegro is both within the SEPA geographical scope and uses the euro unilaterally; it is not a euro-area member and does not take part in ECB monetary policy. This means that euro transfers within Montenegro and between Montenegro and other euro-area countries can be carried out under SEPA standards (IBAN + BIC, common rules). Even so, a bank joining the SEPA schemes and offering that service to all its customers are separate things; the exact fees and conditions vary by bank.

Montenegrin IBANs are 22 characters.

Montenegro uses the euro unilaterally: the euro is the de facto national currency, but the country is not a euro-area member and does not take part in the European Central Bank's (ECB) monetary-policy decisions (Source: European Commission, 'The euro outside the euro area'). Because currency conversion is generally not needed for euro transactions, SEPA's advantage of moving euros without an exchange-rate margin is especially meaningful for Montenegro.

According to the European Commission's notice of 16 October 2025, Montenegro's banks have joined the SEPA schemes; still, since the number of participating banks may be limited, it is important to confirm bank support one by one.

Montenegro IBAN structure

Montenegro IBANs are 22 characters long. The structure consists of the following parts: the first 2 characters are the country code (ME), the next 2 characters are the check digits (calculated with the MOD-97 algorithm) and the remaining 18 characters are the country-specific national part (BBAN) — containing fields such as the bank code, branch code and account number. You can check the structural validity of a ME IBAN with the IBAN validation tool. Remember: a mathematically valid IBAN does not prove that the account actually exists or is active.

Sending and receiving euros with Montenegro

Because Montenegro uses the euro as its currency, a currency conversion is generally not needed for euro transfers to/from here; if the transaction is a genuine SEPA transfer, an intermediary bank deduction in the SEPA chain also typically does not arise. Even so, it is not correct to say "SEPA = completely free": fees can vary by bank, account plan and transaction type (SCT / SCT Instant). For instant sending, check your bank's SCT Instant support.

To see whether a transfer will actually be SEPA or SWIFT, the estimated total cost and the amount that will reach the recipient, you can use the SEPA Route & Real Cost Calculator. The results are for information only and must be verified with the relevant bank before giving a payment instruction.

Institutions registered in the SEPA schemes in Montenegro

According to the European Payments Council (EPC) official participant register, 12 payment institutions (banks/PSPs) in Montenegro are registered in at least one SEPA scheme (data version: 2026-06-12). Scheme breakdown:

12
SCT
0
SCT Instant
0
SDD Core
0
SDD B2B
0
VoP

Important: being registered in a scheme does not mean the institution offers the service to all its customers (scheme participation ≠ customer availability ≠ operational status). You can search all participants by name or BIC in the EPC Participant Lookup tool.

Summary

Montenegro is within the SEPA geographical scope and uses the euro unilaterally; it is not a euro-area member and does not take part in ECB monetary policy. When these two come together, euro transfers can run under SEPA standards without currency conversion. The exact fees, limits and operational conditions vary by bank; uncertain information is marked as "Not verified" on this site.

Frequently asked questions

Is Montenegro in SEPA?

Yes, Montenegro is within the SEPA geographical scope. It is not an EU/EEA member but is a SEPA participant.

Does Montenegro use the euro?

Yes, Montenegro uses the euro unilaterally; it is not a euro-area member and does not take part in ECB monetary policy.

How many characters is a Montenegro IBAN?

Montenegro IBANs are 22 characters: a 2-letter country code (ME) + 2 check digits + a 18-digit national part (BBAN). You can check an IBAN's mathematical validity with the IBAN validation tool — but a valid format does not prove the account is active.

Is a euro transfer with Montenegro cheap?

On a genuine SEPA transfer an intermediary bank charge typically does not arise, but the fee varies by bank and transaction type; saying "always free" would be wrong.
