What Is the SEPA Operation Date?

In the SEPA accession process, the two most commonly confused concepts are "admission to the geographical scope" and "operational start". This distinction is at the centre of managing expectations, especially for countries in the accession process such as Turkey. In this guide we explain what the operation date is and why it matters.

The difference between admission and operation

A country being taken into the SEPA geographical scope means that the country has become eligible to join the SEPA schemes; this is a permission and eligibility decision. But this does not mean that banks in that country make SEPA transfers on the same day. Banks joining the schemes, completing their technical preparations and offering the service to customers takes time. The moment this service actually starts to work is called the operational start (the operation date). From the user's perspective, what is needed to say "I can now do SEPA" is not geographical admission but the operational start.

Why does this distinction matter?

Because the news "the country was admitted to SEPA" is often perceived as "everything is ready"; whereas actual availability depends on banks' operational readiness. Knowing this distinction prevents the disappointment of "it was admitted, but why still can't I do it?". For Turkey

Turkey is not currently within the SEPA geographical scope, and no official operational start date has been announced.
